Challenge

U.S. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Jacksonville ensures all Naval activities throughout the Naval Region Southeast, from Texas to Cuba, are outfitted properly. NAVSUP FLC Jacksonville forecasts and manages warehouses, inventory, repairs, and budgets. Much of their work is in collaboration with vendors, such as Boeing, Northrop Grumman, General Dynamic, Huntington Ingalls industries, BAE, and Siemens.

Intent

With more than 50 business processes across over 12 user groups, communications were a true problem. NAVSUP FLC Jacksonville was asked to lead a material exploratory program pilot on select material, locations, and activities located onboard Naval Air Station (NAS) Jacksonville. Over the course of six months, Throughline was engaged with shifting the culture to one that enabled transparent conversations about day-to-day challenges in a safe space.  

Approach

We walked them through exercises and collaborative sessions, which shifted thinking and behaviors. Over time, teams began working more succinctly together, creating culture change. We identified areas to explore and undertook a comprehensive study to understand the complex challenges associated with inventory and logistics. We then conducted numerous shadow studies, stakeholder interviews, field research, and facilitated sessions; walked flight lines; studied old processes; and reviewed relevant materials.  

We took our insights and solutions and created a playbook to reengineer business processes and define metrics and key performance indicators (KPIs).

Impact

Now inventory locations are known, processes are more efficient, and hundreds of millions of dollars are being saved.  

This initiative was so successful, the Navy decided to replicate it and expand all over the world with the Naval Material Accountability Campaign.
